1. France

2. Germany

7. Spain

In Norway, you are eligible without IELTS if you have had past education in a university that included English as a chief part, or you completed a year at a university in an English-speaking country.
9. Latvia
Latvia has other requirements as well, such as passing an English test, providing proficiency evidence, or being a native English speaker.
10. Finland
To get admission in Finland without IELTS your native language needs to be English and the past education should have been in English in any of the universities in the EU/EEA, Australia, Canada, New Zealand, or America.
11. Denmark
Students from English-speaking countries are admitted to universities in Denmark. Also, if they have a degree of bachelors from of these English-speaking countries; USA, New Zealand, Australia, Canada, UK or Ireland.
